John Gallagher

Senior Counsel

Mr. John Gallagher is a Milberg Senior Counsel whose practice is centered in municipal and local government law.

A native of Shreveport Louisiana and a fourth-generation attorney, Mr. Gallagher earned his J.D. at the Southern University Law Center in Baton Rouge, Louisiana. Prior, he served on the staff of former U.S. Senator John Breaux in Washington, DC. After receiving his J.D., Mr. Gallagher worked as an Assistant Attorney General in workers compensation and road hazard litigation. In 1999, he joined the staff of the Louisiana Municipal Association as Staff Attorney/Director of Governmental Affairs where he advised municipal officials across the state of Louisiana on legal issues and provided advocacy before the Louisiana Legislature and in Washington, DC on local government priorities.

In 2016, Mr. Gallagher was elected by the LMA Executive Board as its 7th Executive Director in the organization’s 98 year history, where he served until his retirement in February 2024. While Executive Director, Mr. Gallagher was a member of the Executive Board of the National League of Cities from 2021-2023. He also served on the Governor’s Advisory Council on Rural Development under former Louisiana Governor John Bel Edwards. Most recently, he served on the Municipal and Local Government Transition Team for current Louisiana Governor Jeff Landry. He has also been tendered an expert witness in Louisiana Municipal Law.

Mr. Gallagher currently resides in Plano, Texas with his wife, Camille Cooper Scroggins, who practices collaborative divorce law. He is the proud stepfather to Whitney Scroggins, a practicing family law attorney, and her husband, Vincent Tellez.

Mr. Gallagher enjoys photography, especially capturing the landscapes of the Southwest U.S. where his images have been published in Cowboys & Indians magazine and Arizona Highways. He also enjoys horse racing and is a co-owner of the 2024 Preakness Stakes winner, Seize The Grey. He continues to learn the art of screenwriting.

He is licensed to practice in Louisiana and Texas.
